Office cleaning specifications: the method and the model

The specifications document is the framework for all cleaning services. It transforms a vague expectation, “that the premises be clean”, into precise, measurable and comparable requirements from one service provider to another.

Without it, you are comparing quotes that do not cover the same scope, and you expose yourself to disagreements about what was planned or not.

Here is what it is for, what it should contain, the frequency table that forms its core, the errors to avoid and a template to download so you don’t start from a blank page.

What is the purpose of a cleaning specification?

It fulfills four very concrete functions.

It aligns everyone’s expectations: you, the service provider, their management team, and the agents who will actually work on your premises. What isn’t written down won’t be done, or at least not as you envisioned.

It makes quotes comparable. This is its most underestimated function: as long as each provider calculates their own interpretation of your needs, you’re not comparing offers but misunderstandings. With a common framework, the differences finally become clear.

It serves as a reference in case of disagreement regarding quality or frequency. Without documentation, the discussion boils down to a clash of impressions.

It facilitates long-term management: team planning, quality controls, adjustments as needed.

Specifications or cleaning protocol: what’s the difference?

The two terms are often used interchangeably, but they do not refer to exactly the same document.

The specifications document serves as the framework and consultation document. It expresses your expectations, is used to obtain quotes from several service providers on an identical basis, and then to formalize the contract. It is a client document.

The premises maintenance protocol is the resulting operational document. It describes how the service is carried out in practice: areas, actions, products and dosages, equipment, order of operations, frequencies and traceability of visits.

It is usually drawn up by the service provider after the signature, then displayed on site or integrated into the quality binder, particularly in environments with enhanced hygiene requirements.

Both documents share the same foundation: the table of services by zone and frequency. If you were only to produce one thing, this would be it.

The 6 sections of a complete specification

A solid set of specifications consists of six blocks. None are optional.

1. Context and scope

Company activity, workforce, total and per-floor area, space layout (open plan, closed offices, meeting rooms, common areas), access hours, and specific constraints: badges, security, elevators, restricted access zones. What this avoids: quotes calculated on inaccurate assumptions, revised upwards within the first week.

2. Services and their frequency

The core of the document. Each task must be linked to a zone and a frequency. This is the purpose of the detailed table below. What this avoids: “window cleaning” without a defined frequency, impossible to accurately estimate and impossible to monitor afterward.

3. Technical requirements

Specify the types of products expected (eco-certified or not), the equipment required depending on your surface area, and especially the issue of consumables: paper, soap, bags, specifying who supplies them, who replenishes them, and how often. Also indicate any hygiene requirements specific to your sector. This avoids additional charges for consumables, the most frequent point of contention.

4. Organization and schedule

Operating hours, working days, expected number of hours, choice between daytime or staggered cleaning schedules, and management of off-peak periods such as summer holidays. What this avoids: discovering in August that the site is operating with reduced staff without any prior planning.

5. Quality control

Control points, frequency of follow-up visits, selected indicators, reporting format and periodicity, complaint procedure, and expected correction timeframe. What this avoids: having no objective means of action when quality falters.

6. Continuity of service

Replacement of absent staff, management of unforeseen events and exceptional interventions, conditions for reversion at the end of the contract. What this avoids: three days without service, without recourse provided for in the contract.

Table of services by zone and frequency

This is the key element. A specification that simply lists tasks allows for neither cost estimation nor monitoring. By associating each service with a specific area and frequency, you obtain a document that can be used by all service providers and verified once the service has begun.

The fourth column is the one that makes the difference. These details, rarely anticipated, otherwise become additional costs during the contract.

The 5 costly mistakes

  • Listing tasks without specifying frequencies. A specification that states “clean the windows” without indicating the frequency makes it impossible to accurately estimate costs or verify that the service was actually performed. This is the most common, and most costly, mistake.
  • Copying a template without adapting it is not advisable. A template is a starting point, never a document to be signed as is. The layout of your premises, your schedule, and your level of requirements will make all the difference.
  • Forget about one-off services. High-rise window cleaning, floor stripping, post-construction cleaning, end-of-lease cleaning: these items are regularly absent from the specifications and reappear during the contract as additional services.
  • Make no provision for quality control. Without checkpoints or monitoring procedures, you have no objective way to correct substandard work. You are reduced to negotiating.
  • Drafting the document without having visited the premises is a mistake. Specifications written from an office almost always omit certain areas: garbage room, service stairwell, terrace, parking lot. Walk through the premises, floor by floor, before drafting.

Should you write your specifications alone?

Both approaches have their merits.

Drafting it yourself, using a template, offers a decisive advantage: you get quotes from all service providers based on your framework, making the offers truly comparable. This is the best guarantee of an informed choice, and it remains accessible as long as you start with a structured base.

Developing it with a service provider during a site visit allows you to benefit from a professional perspective on aspects you might not otherwise consider: access constraints, realistic hourly estimates, and services specific to your space. A reputable provider will often offer an enhanced version of your document after seeing the premises, which is a good sign.

The most robust approach combines both: start with your framework, have it challenged during visits, then keep a single version for consultation.

After the specifications: the consultation

Once the document is ready, send it to three or four service providers. Beyond that, comparison becomes impossible without providing new information. Require each provider to use the same template for their quote, and always ask for the number of hours planned per week: this figure makes quotes comparable and explains most of the differences observed in office cleaning prices.

The next step is to decide: the elements that truly distinguish two companies never appear on a quote. This is the crux of choosing the right cleaning provider.

Two points need to be considered in parallel. If you are already under contract, check the notice period required to terminate your cleaning contract before even starting the consultation, as this will determine your schedule.
